To provide early, continuous, intensive and comprehensive child development services to children, birth to age three that honor their unique characteristics enhancing their physical, social, emotional and intellectual development.
Provide family support services and link families with appropriate agencies and services that enable parents to fulfill their roles as parents and to move toward self-sufficiency.
